A Plan is NOT a Strategy
Strategy requires a set of integrated mutually supportive and focussed choices that informs where the business aims to compete and how it will deliver its value and succeed in that / those environments.
Planning lacks the requirement of having intents, activities, and initiatives be mutually supportive and focused on achieving a singular outcome of success. Planning activities can be and frequently are a set of disjointed or disconnected outcomes that likely have value individually, but do not contribute to a cohesive understanding of the business environment(s) and enable the business to win through considered and relevant strategic choices.
